Whereas:
Whereas, the “One Bishop” proposal itself admits to proposing “a radical change in the organizational structure of the church,” and
Whereas, the “One Bishop” model brings up many questions as to its compatibility with historic Free Methodism, biblical models of leadership, current practices of ordination by Bishop and the appointment system, and
Whereas, the reconfiguring of the structure of the FMCNA needs to be done with thoughtful intention so as to ease the process of implementation, and
Whereas, the Annual Conferences have been instructed to approach the 2011 General Conference legislatively different than previous General Conferences, and
Whereas, the 2011 General Conference does not have the foresight to know if this proposal will pass, and
Whereas, the choosing of the person to fill the role of the “One Bishop” model needs to be done thoughtfully and prayerfully with each Annual Conference able to present names for this position, and
Whereas, this resolution in no way speaks to the desirability of the “One Bishop” model, rather to the plan for its implementation if passed,
Therefore, be it resolved:
That in the event that the One Bishop model is adopted,
1. The One Bishop model shall not be implemented until the 2015 General Conference
2. The Board of Bishops along with the Board of Administration shall form an Implementation Committee to work within the next quadrennial in order to explore the areas of organizational change necessary under the one bishop model, help guide the process of implementation and election, and to report its findings to the Annual Conferences for review and adoption by 2014.

It provides clarity regarding the needed structure for carrying out our mission by allowing the General Conference to act within its assigned role.
