Whereas:

We as FM leaders recognize that our old model for ministry no longer works with this generation. The need to rebuild a foundation has been acknowledged and even pursued to some extent. New methods of outreach must be fostered because we are called to both shepherd our flock and to reach the communities where are planted. Some efforts to connect locally and legitimize every means for sharing the gospel and the FMCNA would benefit from placing an increased emphasis towards collaboration that enables us to determine, discover and assess community needs. We recognize the needs and challenges within communities have changed in recent years (economic downturns, social and societal shifts, family nucleus changes, and the view of non-churched people toward the church and its current effectiveness). The challenge for Free Methodists then is to be working in the world, adopting different methods of reaching the un-churched while not adopting ungodly cultural trends and beliefs. We are to see our role as ambassadors and aliens from a foreign land who are sent to reach our communities and ultimately the world

Therefore, be it resolved:

that as long as we do not compromise the true values of Christ and the FM Church, there are no boundaries to the methods we should employ to reach the lost.

We resolve to encourage our local congregations to initiate and to leverage partnerships with local municipalities, local law enforcement, welfare offices, educational leaders, public educators, census bureaus, food and resource providers, and other regional information mavens in order to accurately develop a local community demographical study.

Once needs analyses are compete, we will reach into our church community to discover who has skill sets in place to begin working with people who have needs that can be met. We also need to network with local community leaders to draw upon their expertise and programs so that we can utilize skills sets that our local congregations do not have.

Thus we will become a local resource that is bringing community transformation with an intentional bias toward the eternal.

Each conference shall formulate a simple, brief assessment survey for its members to utilize.
