WHEREAS, it creates unnecessary conflict.
WHEREAS, it creates a win/lose situation.
WHEREAS, it creates one more nomination than there are opportunities.
Therefore, be it resolved:
Strike the sentence, “They shall present at least two nominations for each lay delegate position.”
